RESEARCH

The urban market is characterized by unique dynamics and a multitude of variables that make it an exceedingly complex environment in which to implement best practices and approaches to unique urban challenges successfully.

We utilize our research capabilities to explain local market drivers, evaluate regulatory factors, and measure policy impact to help our clients develop a thorough understanding of their specific urban challenges and determine the scope of possible solutions or interventions.

We identify opportunities to improve economic activity, address mobility challenges, review urban management policy and processes, and utilize our research capabilities to ensure our clients are well-positioned to make informed decisions.

POLICY ADVISORY

We advise our clients on regulatory and policy solutions across a wide range of urban management and development challenges, from policies that improve our client’s ability to reach environmental targets to policies that support industry sector growth to attract and retain capital, businesses, and jobs.

Special attention is given to help our clients craft policies that encourage private sector investment and facilitate balanced, equitable, and sustainable private sector involvement in urban economic revitalization initiatives.

Thorough quantitative and qualitative research is at the core of our approach to substantiate policy decision making. We analyze and define challenges and contexts within an administrative and political framework, provide scenarios, or review the feasibility of concept policy. We assist our clients in the management of relationships and securing commitments from relevant stakeholders through these processes.

SPATIAL DEVELOPMENT STRATEGIES

With our spatial development strategies, we help our clients unlock the economic growth potential of urban areas. We identify locations of strategic significance and develop programs that catalyze the effectiveness of urban resources and facilities, accommodate future growth, or otherwise satisfy unmet demand for real estate, public spaces, and services.

We place importance on ensuring that spatial development strategies produce and preserve urban inclusivity, improve mobility, and increase environmental sustainability. This could include transforming public housing sites into mixed-use and mixed-income communities to improve access to facilities, services, and jobs, or the repositioning of existing real estate and infrastructure to anchor redevelopment initiatives with historic or industrial buildings.

Additionally, we support our clients in the development of programs that increase the impact of public funds, leverage land use to encourage affordability of housing, and align guidelines for zoning laws to benefit urban redevelopment initiatives.

An aerial view of the Stadsdriehoek area in Rotterdam’s Central District, the Netherlands. The Stadsdriehoek is home to a number of iconic architectural buildings, the second largest market in the country and an underground transit hub connecting rail, metro, tram & bus lines. The prevalence of retail and office space combined with a low population density, led to a general lack of safety felt by residents. The Municipality initiated an urban redevelopment plan to improve the area’s liveability. The plan included increasing the residential density in the area, improving access to Blaak Station for cyclists and pedestrians, redesigning public spaces to become green and multifunctional, and upgrading retail corridors connections to the city centre’s shopping district. Today, the Stadsdriehoek is a vibrant and dynamic location with a diverse population and a high communal comfort and safety ranking. (Image credit: Bruno Buisson / Shutterstock)

PUBLIC PRIVATE PARTNERSHIPS

We work together with property owners and developers to create value from public assets, and we assist public sector clients in maximizing benefits from private sector expertise and capacity through public-private development initiatives.

We examine the stated and implied public policy priorities for a project, review project economics and return expectations, and structure development scenarios. We advise on strategic positioning and communication for public approval, land-use approval, and permit approval.

Our ability to approach assignments from different perspectives enables us to define and manage critical project criteria, ensure the economic and policy objectives of our clients and their partners are met, and manage the requirements for project and process governance.

PROJECT MANAGEMENT SERVICES

We support our clients during the full development lifecycle of their proposed urban development and redevelopment projects. We understand that public sector led urban development initiatives involve complexities that go beyond technical and financial feasibility. The importance of public approval, consideration of political sensitivities, and the timing of projects are pivotal success factors.

During pre-development stages, we manage master planning, implementation of financing programs, phasing strategies, and selection of project participants. We help our clients define the scope of their projects in alignment with their development objectives and manage collaborative relationships with relevant stakeholders.

During development execution, we engage with architects, engineers, contractors, and other third-party specialists on our client’s behalf. We build on our extensive operational experience to manage delivery risk, drive project performance, and ensure the outcome reflects our client’s project goals.
